No the Kit does not come with the rules.

You need to get a look at the White Dwarf (Which is sold out almost everywhere).

I'm in the same situation...just waiting to find someone who did get that WD so I can have a look at the rules!

I suppose they'll be in a new and improved Ork Codex that will come out someday for 6th ed, but I doubt it would be released anytime soon...

I had the same problem with the Vampire Counts terrorgheist when they released that model. I had to wait for a new book before I got the rules for it but hopefully you wont have to wait that long. Orks are probably a long way off.

I don't understand why GW does this.
I missed the white dwarf as well, so I'm not buying the storm talon.
GW's inability to make rules available means they are losing out on my purchase.

Sadly, the book is no longer available, according to the website

Considering that the UK White Dwarf is actually Different from the US White Dwarf, no.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.
Orks do not have the power of believe.
