If a IC armed with a bolter joins a Sternguard squad does he get to use their special ammo? It says each model in squad gets ammo and a IC joining is part of the squad. What are peoples feelings on this?

Unfortunately, no. At least for Space marine Sternguard, only Sternguard Veterans can choose to use special ammunition (not the entire unit).

I dont think so either unless they the Special Issue Ammunition special rule in their entry which I believe only sternguard have.

It's a sternguard rule. Only sternguard have access to the ammo, their rule dictates that.

Take a closer look, sternguard do not have a special rule called Special Issue Ammunition, they have a piece of wargear called special issue ammunition. Special rules can transfer to and from ICs if there's a rule allowing it, but wargear does not. You'll have to look at your IC and ask, does he have the special issue ammunition wargear or a rule that allows him to use it? The answer is almost always going to be no. Currently only Tycho from the Blood Angels and Cassius (hellfire rounds only) has a rule to use the special issue ammo, unless you pay the points to have the hellfire rounds.
