From my perspective as a
RTT regular and league player for nearly 2 years (and 6 years of casual
40k before that, from 4th edition's beginning) these terms mean:
"Competitive" means having a good chance of winning a
RT tournament. Such lists would be
GK Draigo wing or Purifier Spam,
IG Leaf Blower & Parking Lots, Ork Kan-Walls,
SW Razor-spam/
TWC &
BA Parking Lots, and in some hands,
DE Venom Spam. In 4e, there was Nidzilla. At 5e's beginning, Nob Biker lists made to exploit Wound Allocation Shenanigans (thankfully, now gone) were quite competitive.
The phrase
Win At All Costs is not a list thing, mainly. It's how you play, akin to raging dill weed or douchebag, etc.
WAAC players will play strong builds like I listed, but more often it refers to un-fun opponents who will nickel and dime every little advantage, Slow Play, argue over Line-Of-Sight, and possibly even pull dice shenanigans.
MHO, don't ever worry about list building. If the codex says you can have it, then go for it; competitive lists are legal and "Composition" scores are so subjective in
RTTs, they ... well, there's hours of discussion on that. My
FLGS has a simple thumbs up or down for list builds, with a small impact on the overall out come. If I've got it right, the Comp score is used in time breakers, as a tertiary criteria.
