By fluff I mean non-optimized wargear or equipment taken for the sole purpose of mixing it up between units. For example, taking a plasma pistol or single lightening claw on a SM Squad Leader, purity seals even if don't care for them, terminator honors on Squad Leaders without power weapons, banners, switching one missile launcher in a Dev squad to a HB, etc.

Note that this would be used for pickup games, where I would use the same list each time and I don't really expect my opponent to be a great sport. This is aimed at placating cries of cheese and other whining.

Is 10% too much if I am for some synergy, or 5% for totally useless crud?

Yep, for my lists I often waste points on storm troopers, vanquishers, and carapace armour. Not exactly bad, but far from the most efficient choices.
