Hi folks,
Just a quick one - at what point do you declare armylists? Reason I ask, will I know what my oponent is fielding before I choose psychic powers, or do I have to choose my disclipines based on being all-rounder/anticipation of what he'll bring?

Page 418 has your answer:

You generate before you deploy, but after you have selected your army, but not necessarily after you have revealed your list to your opponent. You can pick disciplines when you generate, so unlike in Fantasy where you pick your lore at army creation, you can pick your disciplines at deployment.

Mmm, so you're telling me that there's nothing that states whether you declare your lists or roll for phychic powers first?

I always assumed you declare lists before you even begin rolling mission etc...

Essentially there is nothing that tells you when to declare lists (techincally there is nothing saying you need to provide your opponent with a list at all). At most tournaments you give your opponent your list when you arive at the table, prior to the official start of the round.

It entirely depends on the game itself.

Casual, who knows. There are no rules about when you must reveal your list.

Tournament play, normally you are required to give your opponent a copy of your list before the game begins. Or at least have a copy avaliable if they want.

You build your list and then you show your opponent, after this you roll for game and setup, followed by any placements that need to be done and such.

You can't choose you psychic powers until you've finished your list, you cannot change your list later. However, rolling for random rulebook powers happens after you show lists.
