I see this phrase from time to time. Here, ebay, wherever.
Is "pro"some sort of recognized rank or status? I've also seen "master" , "expert" and other phrases. How does one decide they are a Pro? Or a master? Do they give themselves this title or is it ordained unto them by an internationally recognized body?

Used to be up there with expert. I'd say more or less now it is meant in the professional way; as in they just get paid for it. They just come up with it themselves to gather more interest.

Pretty much an over used term now a days to make you feel like your getting what you paid for. In the purest sense, anyone that has ever sold a model they panted can claim its a pro paint job

Doesn't mean anything, really. It's like putting "yummy!" on a food commercial.
Just judge the paintjob based on the paintjob itself and not on how it was described.

generally it means someone considers thier sub standard paint job is worth an extra £20 on Ebay
Imho most of the "pro painted" stuff you see, especially on ebay or the like are very far from what I would consider Pro. Just look around Dakka for anything with more than 50 votes and a score of 9 if you want a bench mark  Then go on ebay and see that what they show as pro painted is probably around a 4-6, although evey now and then there are some awesome for real "pro" jobs on ebay.

By definition it means that they are a professional painter and therefore live off the proceeds of their work. In reality it doesn't mean anything with regard to the quality of paint job.

A lot of people believe that any paint job (regardless of how bad) that includes highlighting is "pro".
