Well I have done it i have decided to to pick up a new army and move away from my GK's for a while , down side is i have never played anything eles so here i am asking you experianced players to help me out , I have no clue what is a soild list or a competitive list for eldar ?

Are you cool with playing a 4th Ed. codex in the universe of 6th Ed? It has serious issues stemming from its age and you might see a new rule set drop within 6 months or so.

I've been a big fan of eldar but have not played them in quite a while so my "advice" may not be the best. I'll give my opinion and maybe it will spur some better answers.
IMO mechdar is not the best way to go. Mech vs. foot in 5th seemed to lean toward mech, but i believe that is no longer the case. So footdar, but why?
1) twin linked scatter lasers plus psychic support will be the bain of flyer cheese... bring me walkers!
2) rules change to benefit artillery means guardians with grav platforms look extra special.
3) swooping hawks may now be viable again with the rule changes to reserves, blast markers, and hull points . give em' sky leap and they can harass all game.
4) Rangers, because snipers can actually have an impact now.
So again, these are just some of my thoughts from a long time admirer of Eldar but one who has limited experience playing with them. (i played them in 3rd before taking a long hiatus from the hobby)

1) Guide is worthless if they are twin-linked and doom is worthless against flyers, I'm not sure what sort of psychic support you see these war walkers getting, I don't know the rulebook psychic powers well enough, but it seems you are then banking on the roll of a dice to get you what you want, which isn't particularly wise.
2) The weapons platforms in guardian teams still aren't artillery, they follow their special rules in the codex which treat the weapon model as nothing more than a token.

Interceptor Drones can disembark at any point during the Sun Shark's move (even though models cannot normally disembark from Zooming Flyers).

@drunkenspleen: are you sure about number (2) regarding the heavy weapons platforms? I was confident that they counted as artillery now. I need to check the FAQs and my dex. Do you have citation support?

Just read through the current FAQ, Guardian weapon platforms still count essentially as a heavy weapon equipped by a member of the squad, not as an artillery weapon.
The changes in 6e emphasized medium-Strength weapons, Jump Infantry, and infantry in general as opposed to 5e's vehicle-centric melta-spam metagame; as the Eldar, you'll probably have a field day with your myriad selection of S6 weapons. Biggest boosts are probably to Guardians (grenades, overwatch, and more important squad leaders), Warp Spiders (Hammer of Wrath, absurd number of S6 shots to tear open lower vehicle armor and high move to get in range), War Walkers (8 S6 shots for 60pts against low-armor vehicles), and Jetbikes (48" move, more durable, Hammer of Wrath, better squad leaders boost Warlocks).
At the end of the day: The Eldar list is composed of a wide variety of extremely specialized units that are miles ahead of the curve when dealing with situations they're optimized for and tend to be less effective elsewhere; winning with the Eldar is about applying every unit somewhere their strengths will be useful. Ignore the possibility of generalist units; Grey Knights can get away with an army of all Purifiers or all Terminators because they do everything well, Eldar have to have a mix. Expect to lose games while learning the list, Eldar do much better in the hands of an experienced player. Know each unit, have a plan allowing them to work in conjunction, know your foe, and you will prosper.
Failing that, pick up a Battleforce and a Farseer/Warlocks box, it's as good a place as any to start. Add Harlequins, Aspect Warriors, and more Troops choices as necessary (Dark Reapers for shooting armored stuff, Dire Avengers for shooting unarmored stuff, Swooping Hawks for chasing skimmers, Striking Scorpions for assaulting unarmored stuff...you get the idea).

thats cool , so far i have
19 guardians
2 weapon platforms
1 wraith lord
1 Wave serpant
1 Falcon
am looking at other units soon just wasn't sure how to go or if i needed to look at adding DE allies ... thats why i asked for help and list here and so far awsome advice !
