Yes I know, only 100 pts? I wanted to try something ridiculous. Are there other armies than can have this low of a point cost and still meet the requirements? I would love to have a miniature battle groups dueling it out!

You need 3 units plus your general to make a legal list. I don't think there are any armies that can make a legal 100 point list.

“Because we couldn’t be trusted. The Emperor needed a weapon that would never obey its own desires before those of the Imperium. He needed a weapon that would never bite the hand that feeds. The World Eaters were not that weapon. We’ve all drawn blades purely for the sake of shedding blood, and we’ve all felt the exultation of winning a war that never even needed to happen. We are not the tame, reliable pets that the Emperor wanted. The Wolves obey, when we would not. The Wolves can be trusted, when we never could. They have a discipline we lack, because their passions are not aflame with the Butcher’s Nails buzzing in the back of their skulls.
The Wolves will always come to heel when called. In that regard, it is a mystery why they name themselves wolves. They are tame, collared by the Emperor, obeying his every whim. But a wolf doesn’t behave that way. Only a dog does.
That is why we are the Eaters of Worlds, and the War Hounds no longer."

Unfortunately I don't think there are any other armies that can field a 100pt list, maybe pure goblins, but otherwise you're playing by yourself I'm afraid...

Even this isn't legal as a necromancer is 65 points. It would need to be 44.75 points max for this to be legal.

This looks like a fun waste of time.
Bray Shaman 75
17 Gor -AHW -Full Command 161
5 Ungor Raiders -Musician 33
5 Ungor Raiders 30
299
Can be done with a battalion and the new sexy plastic shaman releasing soon, win!
Liche Priest 70
10 Archers -Musician 70
10 Archers -Musician 70
10 Archers -Musician 70
280
Again a battalion will do it along with a priest model.
Night Goblin Big Boss 30
20 Night Goblins 60
Troll 35
Troll 35
160
Getting smaller in points.
Warlock Engineer 15
5 Giant Rats -Packmaster 23
5 Giant Rats -Packmaster 23
5 Giant Rats -Packmaster 23
84
About as cheap as it gets, grab a musket on that warlock engineer for the engineer for a clean 99, no look out sir is gonna hurt but you'd be at 101 if you kill a giant rat unit for a 20 slave unit.

Thus, After having thus successively taken each member of the community in its powerful grasp and fashioned him at will, the supreme power then extends its arm over the whole community. It covers the surface of society with a network of small complicated rules, minute and uniform, through which the most original minds and the most energetic characters cannot penetrate, to rise above the crowd. The will of man is not shattered, but softened, bent, and guided; men are seldom forced by it to act, but they are constantly restrained from acting. Such a power does not destroy, but it prevents existence; it does not tyrannize, but it compresses, enervates, extinguishes, and stupefies a people, till each nation is reduced to nothing better than a flock of timid and industrious animals, of which the government is the shepherd

Yeah you're right. That's quite amusing. So the smallest possible Vampire Counts army would be 260 points.

Basically for any army take the cheapest hero option, multiply by four and that is the theoretical smallest army, provided the army has other units that can be taken in small amounts for low points.
I would imagine goblins have the smallest legal size, skaven perhaps second.
