Was thinking about AA weapons for some reason, and the phrase 'airburst fragmentation' popped into my head (I know know that's a Tau weapon  ). So I thought... bastion mount.
A Bastion or Aegis Defence Line may take an airburst fragmentation launcher for +35 points
Range 72" S8 AP5 Heavy 2, Blast, Skyfire
Mmm, pretty much it. Thoughts?

There may be some confusion with "Blast", as I'm not sure Skyfire allows Blast weapons to be fired at fliers, but I'm not certain on the rules  Seems priced pretty fairly, and a cool idea

I agree that I think that even with skyfire you can't fire blast weapons at fliers. Why not make it like this.
Heavy Airburst Fragmentation Launcher
Range 72" S8 AP5 Heavy 2, Skyfire, Airburst Fragmentation
Airburst Fragmentation - Airburst rounds detonate on contact with enemy units, causing a large explosion which harm any other nearby targets. When firing with this weapon, for each successful hit, place the large blast template anywhere over the model hit as long as the center whole is entirely over that model. Each model under or partially under the template counts as though it had been hit by the weapon (note that the original target does not count as receiving two hits. However, given that this weapon is designed specifically for use against fliers and the shells are designed to detonate far above the ground, non-flier, non-skimmer units can never be hit by this weapon.

The idea sounds a bit silly, the blast does nothing apart from letting you deal two hits instead of just one, because lets face it, no-one's going to place their flyers that close together. Seeing as it's similar to a Flak cannon of sorts, how about you just let it ignore Jink saves? I like the idea of incorporating a blast, but at the moment it doesn't seem much a better choice than a Quad Gun for example.

How about:
Range: 48* S:8 AP:- Spec: Assault 2, Skyfire, Airburst
Airburst: the round detonates into Las-based Fletchettes before impact, like a shotgun. If the Target Un it os not a Flyer, place a flamer template so it extends across the target unit. This obeys the standard rules for template weapons

Sweep Fire - If a Flyer Zooms within 6" of this gun, you can fire at the zooming model

You mean fire in your opponents turn?
hwo about this - a Flakk guns shot is more deadly the clsoer you are to the detonation point, correct?
You can't use blast or templates on fliers.
So...
Flakk Cannon
Range 48"
S 9
AP 4
Heavy 1
Skyfire
Flakk Cloud
Nominate a target and roll scatter as normal, mark thsi point as thsi is where the roudn detonates.
For every inch the target is from the detonation point, reduce the Strength of shot by 1.
So if it scatter 4" from the flyer - the flyer get hit at S5.
maybe just 1D6 scatter?

Whilst this is all well and good, i feel were overcomplicating things...
Wyvern Air Defence Gun
S 6
AP 5
Heavy 8
Twinlinked
Skyfire
Due to the limited Accuracy and instability of the 8 cannons, shots fired from the Wyvern Air Defence gun, can only ever hit on rolls of a 5+

I think a flakk gun should have lower str and more shots.
the flakk missile is str7, perhaps str6
50pts
so either 48" str6 heavy 6 skyfire
or 48" str7 heavy 1 12" blast. blast only effects flyers
