Okay, I went to a tournament this past week and the TO made an announcement that certain FW units have been made legal/allowable for regular 40k games and tournaments.

Is this true and how do you know what units they are?

In the various IA books there are stamps for models that are permissible in non-apocalypse 40K games, however as with all of forge worlds book there is the disclaimer that says that your opponent may not be familiar with the rules/model and that you should ask there permission before fielding a forge world unit (or something to this effect).

Tournaments have seemed to shy away from including various forge world units to date but I would hazard a guess that your TO was referencing those units that have the 40K stamp of approval in the appropriate Imperial Armour books.

It is up to each TO. Ask them. Few would allow the Landraider Archilles though.

Something to keep in mind

There is, and never has been, a unified tournament legality or standard for anything in 40k. They exist separate and apart from "normal" 40k, and are basically a set of house rules for events that vary depending on the event, time, and geographical location

Some 40k tournaments play at 1500pts using all the rules in the core rulebook and codex books only, others play at 1750 with slightly modified rules (e.g. for terrain placement or somesuch) and their own FAQ's, others will play at 2000pts with anything sporting a GW copyright, and so on and so forth, and it may all change from year to year. Chapter Approved Armored Company and Kroot Merc lists were legal at the US 1750pt Grand Tournaments in 2006 but illegal in the 2006 UK 1500pt Grand Tournaments for example.

So essentially it all boils down to the individual Tournament Organizer.

The correct pronunciation is Imperial Guard and Stormtroopers, "Astra Militarum" and "Tempestus Scions" are something you'll find at Hogwarts.
