The Departmento Munitorum has also deemed the loss of the Korvax 13th and three other regiments trapped in the city as an acceptable loss, and the post-incident investigation by the Ordo Hereticus has deemed the incident as having been caused by rioting Tau prisoners/test subjects.

The Commissariat refers to the official command structure of the Commissars, which includes your regiment's own, my fleet's Commissars, and the Commissar of the 51st Mobile Battalion (who are deep behind enemy lines...maybe I'll write a fanfic about them, maybe I won't, so meh).
