Classified information states that Colonel Roanoke of the 51st Mobile Battalion personally testified that as a result of the Laxar Bio-Weapons Incident, it was for the best that Hive City Torax was sealed off. The Departmento Munitorum has also deemed the loss of the Korvax 13th and three other regiments trapped in the city as an acceptable loss, and the post-incident investigation by the Ordo Hereticus has deemed the incident as having been caused by rioting Tau prisoners/test subjects.

Yup, and unlucky for the Tau, since the Ordo Xenos deemed Bio-agent Laxar as satisfactory for limited production, and the 51st was given the honor of releasing the Bio-agent into Tau colonies in the Damocles Gulf.

The Commissariat refers to the official command structure of the Commissars, which includes your regiment's own, my fleet's Commissars, and the Commissar of the 51st Mobile Battalion (who are deep behind enemy lines...maybe I'll write a fanfic about them, maybe I won't, so meh).
