Here's a good cheap way of making buildings.
The below buildings were made from plastic boxes from the container store. If you don't have one near you then look online. We were able to get them on sale for 50% off. They were colored red or blue but it was fine by us. Even at the normal price of $5.00 it's cheap. You are about set with only 4-6 of them.
Link to get them online.

Glue the lid to the bottom of the box upside down. It should look like it has a ledge all around.
Stick labels to make the windows. Use removable stickers if you can. We didn't and it they were tough to get off.
Spray paint the box with a paint that's for plastic in the colors you like.
Let it thoroughly dry and the peal off the stickers for the windows.
If you want to go further you can mask of the inside ledge and spray the roof a different color. My buddy used a brown textured paint to look like an asphalt top.

Great idea! I need to find me some of these now. I've been slowly doing a bunch of buildings made out of left-over Styrofoam packing material but it takes a long time to prep properly (two coats of watered down PVA, a coat of paint-on primer, an initial spray coat, texture spray coat, final spray coat and a bit of highlighting). This seems like a great way to pump out a small city in a few good hours of work. A shame they don't have any Canadian locations, but once I get some spare cash I think I'll order a few of them to fill out some more space.

CDK, thank you.
This is an excellent idea!
Ronin, you should be able to find some sort of Tupperware/storage boxes in a pound store (dollar store? Basically, cheap stuff like storage boxes, laundry bags, that sort of thing) somewhere, at least, i hope you can (i know i can with little effort)

Great idea, thanks for posting it!
Think one of the things Infinity is lacking is a really cheap terrain option, and this certainly fills that gap!

Forgot to mention the plastic they are made out of is kind of brittle. Just don't drop it often. I love how they can stack to be a couple stories too.
Also, I found out how to do this on the Infinity forum. This is NOT mine or my buddies idea. I can't find the original post for it to link. But it's such a great thing I had to share it.
Other places to look in the US is Hobby Lobby, Michael's, an JoAnn Fabric.
You can also add some detail things like resin doors and windows.
