All it says in the Codex is to treat it like a power weapon. But it has special abilitiies so by RAW you use the rules in its entry.

From the Codex: "Neural whips follow the rules for a power weapon. In addition...."

It would be an unusual Power Weapon (standard Power Weapon with additional rules) and so AP 3.
Or use the following profile:
Weapon: Neural Whip, Range: -, Str: User*, AP 3, Melee
*Against non-vehicle units the weapon strikes at Str8 against the opponent's unmodified Leadership.
