Such as the control systems of a Tomb World?

Five bucks says the Void Dragon could, however, the shards of the current C'tan are TIGHTLY controlled, to the point where if they so much as blink wrong, they are destroyed via tesseract labyrinths

Hmmm, could be possible though. Maybe a flaw with one of the labyrinths? A Shard slipped past?
I admit I'm just making things up at this point. Trying to think of an origin for my dynasty

A shard, possibly, depending on what part of the C'Tan it expresses. A full C'tan... Well, they don't really have restrictions as far as I'm aware, they were Gods. If it wanted to, it probably could, though I can't see a C'Tan stooping to that sort of party trick. They'd probably prefer to slaughter a civilisation, you know, standard weekday stuff.

I believe in the codex at least, they use redundant systems, like dozens of labyrinths, or something like that. I suppose it would really depend on the strength and powers manifested of the shard.

I vaguely remember it saying somewhere in the codex that some shards are still loose. It would be a pretty smart way to elude detection.

From a den of horrors that scratch behind the veil of time and space.

Anrakyr the Traveller has an ability that can overide the targeting array of a tank and can fire it's cannon. And he's an Overlord. I don't see why a C'Tan couldn't "possess" an AI.
Then again AI's are pretty rare in this setting.
Like what everyone else said it all depends on the power of the shard and how strong it's will is.

What about the AI of an entire tomb world? Could a C'tan take control of that?
We know that the Tomb AI isn''t flawless, due to the Severed.

A C'tan could pritty much do anything in regards to the physical realm so one could take over a Tomb Worlds AI in less time than it takes to blink an eye. A fully manifested C'tan can do anything it pritty much pleases and there's next to nothing that could stop it.

In response to your question, straight from the codex
C'tan Shards are fragments of the C'tan and are entities of near-unlimited power that have the power to project energy blasts, control the minds of lesser beings, manipulate the flow of time and even banish their enemies to alternate realities.

The only limitations to a Shard is its immense imagination and the faint memories of the being it used to be before it was severed countless years ago.

None of the Shards recall the omnipotent being it used to be but each contains elements of the C'tan's personality along with their hubris. Thus, a Shard can be eccentric and unpredictable with them striking their foes in an unexpected yet surprisingly practical manner.

From their fingertips they can project transdimensional thunderbolts or bombard enemies with rocks along with boulders, transform into singularity's to destabilize gravity or even simple fling their enemies backwards in time until they disintegrate.

Absolutely. Possessing enemy vehicles was a tool in the Necron arsenal in Dawn of War and in the 4th edition Codex, I'd be shocked if C'tan didn't exist that could take over computer systems and machinery.

Anyways, maybe most of the Tomb World was destroyed by a quick moving attacker, and during the Tomb World's destruction, the Tesseract Labyrinth suddenly gave out, and left the C'tan Shard teleported into a random location in the galaxy. He wondered around for an unknown time, until he came upon a Tomb World still stuck in Stasis sleep. After annihilating the inferior beings camping on the surface, he delved into the Tomb World's crypts, tapped into the AI of the 'tomb' and became ruler of his very own Necron dynasty. hehehe
