So, Mogul Kamir has a Cyber Steed.

He gets +d3 attacks on the charge instead of the +1

HOWEVER, Rage states that he would get +2 attacks on the charge.

How many attacks does he get on the charge?

I'd say that he gets d3 as the wargear he is riding would supersede the Rage he would normally get from being really angry.

I'd say D3 with a minimum of 2.
This is exactly the same as Ragnar Blackmain, he gets a +D3 charge bonus as well as +2 charge bonus.

A: The unit would gain +D3 Attacks when it charges, with a minimum of +2 (as this is the minimum bonus conferred by the Berserk Charge special rule) – these effects do not stack.
