Well, not necessarily. If 1,000 psykers are sacrificed every day as sustenance, certainly 100,000 slave laborers could be sacrificed through exertion to push his chair D6" per movement phase.
My two cents, he'd have "amphibious", just like a chimera.

More models need amphibious, this much is true, and it really makes sense when you consider some of the more esoteric lore behind the god emperor. Pretty sure Jes actually said something about him breathing water almost exclusively in an interview once.
For the d6 movement thing though, I think it would be more... cinematic if you actually rolled 16667d6 to find out how many of the slave laborers would end up getting sacrificed.

You know i've always loved to imagine a squad of Marines walking underwater just like the skeletons do in Pirates of the Caribbean. I mean theres no reason why they couldnt. They would have to weigh enough that they couldn't float unaided. They have completely enclosed suits of armour with their own air supply. Marines should almost certainly have the amphibious rule.
Anyway On topic, The Emperor should have some kind of Psychic mind blast rule. Every enemy model has to take a strength 6 ap 1 hit. Psykers take d3 hits instead. Sucks to be Grey Knights.

He can also stop time and erase souls from the time line. He's not really at the battlefield level now. If you did a pre-Heresy Emprah, maybe you could give him stats, but it would be at the stupid level and he'd have a stand back up on a 1+ rule, but maybe it takes d3 turns for him to stand up again at full wounds if somehow you damaged him.... maybe

They address the pressure thing as well, Land Raiders and terminator armor

Pretty simple.
He's chair bound and unable to move, so WS0, S0, BS0
T is dependent on how fragile the throne is, but it's failing, so T5.
Everything else is 10; the max allowable in the game.
He is a psyker. Call it mastery 6; above Ahriman but not too much so because he obviously didn't foresee Horus.
Only wargear is the throne which causes the controlling player to sacrifice a psyker each player turn. If unable to do so, he takes a wound with no saves allowed.

Not necessary.
Put them in a base-to-base in a congo line along the path you want the throne to move. Then sacrifice them and use the blood to grease the path. The more slave laborers you use, the further he can move. For running, roll a D6 to determine how many per inch need to die.
