1 Russ Executioner (plasma russ, no sponsons)
1 Russ Executioner (plasma russ, no sponsons)
2 Russ Squadrons, Exterminators (autocannon russ) with heavy bolter sponson

Foot vets ride in flyers, Primaris joins a squad and rides in chimmera.

Might full reserve scoring infantry and bring them on once things have been made a bit safer by the ordnance and russes.

Can I suggest penal squads if you want a troop choice to come on late and claim objectives, or will they receive too much hate?

The rules of the tournament are crazy. If you took 6 units of aeroplanes you would be looking really good.
Vendetta>>Valkyrie, then only two aeroplanes is a bit light given you may face 6 vendettas yourself. Arguably 6 dakkajets would cause you issues as well.

Apart from anitflyer you seem a little light on antimech given what craziness double FoC can mean. Seems a good fun list which I would assume you will already have models for.

I would get hydras instead of getting a pair of Exterminators. You get twice the autocannons, they're AA, and cheaper as well. I realize that they're way less durable, but you could get four Hydras for the price of two Exterminators, and have points to spare.
