Warning From Magnus? Not Listening!

I play Farsight Tau and I'm remodeling my army for city fighting. My base work has been, TBH, complete crap so far.
I was wondering if there are any good options where I can get some decent city bases for about 90 regular bases and 18 40mm ones.
OR any good, quick ideas for someone with average to awful modeling skills and limit income (college student)
Any help would be appreciated.

I just paint them Adeptus Battlegrey and be done with it, to be honest. It looks fine and it's not complicated. City pavement tends to be rather flat and plain, since you'll be skirting around debris rather than walking over it.
If you want, you can smother them in Astrogranite first for a grainy, asphalty look.

I've been building my Grey Knights to look like they're on deck plating with a thin layer of Green Stuff scored to represent the joins in the deck, I suppose you could try something like that for roads? I seem to remember an article on GW's website a long time ago about making urban bases by just painting sand-flocked bases black with yellow stripes, there was a bit there about using fragments of card and green stuff to make cracked pavement. That might work too.

A great idea for a road surface is to cover a base in about 2mm of green stuff.
Then get some fine sandpaper and use that to gently impress a rough road-surface texture in. Trim any overlapping edges and then you can wait for it to cure.
If you want to add any seams or cracks, wait till the green stuff is a bit tacky then use a sharp pick or knife tip to score the green stuff.
