In my defence regarding the ”inches not allowed in localized/translated rules/instructions in Japan”- thing - I have read about in several threads on Dakka, including:

… where it said that GW first changed to measurements in cm due to the ”Japanese law of weights and measures” denying them to use inches - and that GW then reverted back, circumventing the rules by renaming inches to Movement Values (MV).
I.e. I read it on the Internet so it must be true
Also the ”civilized world” was just a lame poke to stir some emotions. Still true though.

I had a friend swear to me that measuring weight in Stones was far, far better than pounds or kilos and took a lot of stress off of women checking their weight from day to day or week to week. Oof, between Games Workshop Japan and a 9 year old Dakka thread those are some pretty heavy weight sources on your side.

3 of the heads are definitely female, possibly 4.
The possible one is the one with the cowboy face scarf, difficult to tell because most of the face is covered.
You can tell because GW female heads always have less heavy brow, less deep set eyes, less definition around the eyes and mouth and a smaller mouth/chin/jaw area. The still can look a bit manly sometimes, but if you directly compare them to the male heads its fairly obvious.
Also bare in mind they are probably going to look pretty tough if they are hardened gang fighters in a 40k hive setting, and less soft feminine looking

For me, the real question is where to find suitable ”civilian” arms, i.e. with open hands, holding tools, carrying stuff, etc.
Blood Bowl kits are an excellent source for empty hands - but also a very expensive one...

Neophytes and Skitarii do, Cadians not (though it's not that difficult to convert).

Maelstrom's Edge Broken have 'empty' hands, and their weapons look fairly tool like.
They're the best option for grimdark civilians I've seen.
But Reapers various Bones Townsfolk are also very good. Because they're already in civilian poses it's easy to add some sci fi grubbings to turn a fantasy bartender into a SPACE bartender.

I know everyone used to do that, but most now certainly do not.
For all 6 of the main gangs, their gangers (and the Redemptionist ganger) are limited to weapons from their specific list, and Wargear from the trading post. Regular Gangers in a Venator gang (ie. Hunters) pick everything from the trading post. Palanite Patrolmen can only choose weapons from their list. Corpse Grinder Skinners can only have stuff from their lists. Helot Cultists appear to have the same rules. Aberants and Neophyte Hybrids again seem to follow the same rules. Underhive Outcast Scum specifically say weapons and wargear from the trading post, which appears unique to them compared to gangers from most of the above (again, Venators are specifically different) which all say some variation of just wargear from the trading post. I'm sure I'm forgetting one... ah! Slave Ogryn. Again, limited to weapons from their list, but wargear from list and the trading post. There is a proviso for non-campaign games where they can take whatever they want from any source.
The Outcast Scum are unique here. They shouldn't be though, because every ganger should have the same fething rule about weapons from the trading post...

iirc several of the fighter types you mentioned can use weapons from the TP. Patrolmen even have a FAQ answer specifically dedicated to clearing that up.
You appear to be drawing your conclusions from reading the fighter entries in isolation, rather than including the preamble that precedes that section for each gang (which was where the ability to add TP weapons came from in the first place, and which was what changed in the "House of" books to disallow those gangers from doing the same).

I'm actually pretty pleased with the outcast minis, why they make better cultists than the cultist box is beyond me.
Nonetheless, I built a sprue of them to use as Hive scum/lookouts and 1 as my Delaque infiltrator. I'll build the rest when the campaign calls for them. Using them as armed civilians shopping in the market getting caught in the crossfire, bodyguards for a smuggler that needs to be neutralized, etc...

As Altruizine says, I think you're mistaken. The entirety of Chaos, Genestealer, Corpse Grinder, Enforcer, Venator, Outcast have TP/BM access. House gangs lost TP/BM access for juves and gangers (and only for weapons). Then there are Ogryns who don't have any access at all. To summarize, 6 gangs have full access, 1 gang has no access and 6 (house) gangs have partial access.
