Ok, so salvo weapons have two profiles, one for running about and one for standing still. This is fine. They can also fire snap shots, which means they can be used for overwatch fire, right?
Problem is, which profile do you use for overwatch?
To me it makes the most sense to use the profile you had access to in your last shooting phase, but there's nothing I can find in the rulebook to clarify which you should use and salvos aren't mentioned in the FAQ at all.

I would agree with your answer and base it off the last shooting, since it is a "normal shooting attack".

That seems logical, but unlike some weapon types the wording isn't "in the preceeding movement phase" (which is crystal clear), it simply says a model may "move and fire" using the first of the weapon's two values.
RAI it seems obvious (to me) that this means the same thing, but it doesn't actually say it, so I'm forseeing people arguing over it. Not that there's any RAW case to be made for overwatch-firing using the second value, but it's a grey area they could have cleared up with a couple extra words.

It really does not say.
RAW if you move at all you can only fire the first number of shots at half the range of the weapon, as it only says "a model armed with a salvo weapon can move and fire... In this case, the number of shots is equal to the first number."
RAI/HIWPI the same as Heavy weapons which state "If a model...moved in the preceding Movement phase..." so if you did not fire it in the preceding movement phase then fire at full effect.

Heavy weapons fire as normal, I don't think there is any reason Salvo cannot fire as a Heavy to full effect.

Since Overwatch says that its an attack resolved like a normal shooting attack and it uses all of the normal rules for range, LOS, and Cover saves, etc. , then I would say that depending on whether you moved in your preceding movement phase affects how you shoot the Salvo Weapon and its range during Overwatch.
I feel you can get the second better value in Overwatch.

Since the Overwatch is resolved in the Assault phase, the defender could not have moved in the preceding movement phase (it's not his turn), so Overwatch at full Salvo effect.

As above. Same as a psycannon wielded by a non-terminator model can be fired as "heavy"
