The theme of my army is: loot EVERYTHING. For example, the cab of one of my converted trukks is the front of ravenwing land speeder. All of my biker nobs have a bike body that's stolen from another army (e.g., dark eldar reaver). All my lootas use converted necron weapons. I have a battlewagon that's a converted Tau devilfish. And so on.
I really like the flavor of the Deathskull clan, who paint everthing blue. But! I am primarily building my army as a kult of speed list, which necessitates a lot of red (for Red Paint Job).
So I need help figuring out how to make a cohesive looking paint scheme. Should I paint the looted parts in their original color, then add some blue? Should I go with a traditional red scheme for kult of speed? Somewhere in between?
My uncertainty on this decision is really preventing me from getting my army painted and table-ready.

If you want to keep the Deathskull Clan then keep it, even if you are building a typical kult of speed list. They are orks, if blue makes things go faster then it works, just have to pay the points for it.
To make it cohesive just be sure to make parts of each looted vehicle blue (or red) and that should bring it all together.

If you could really heavily weather your looted parts so that they're all faded and paint chipped and then maybe try green stuff a load of bandanas and scarves and cloaks and things onto your boyz and paint those all the one colour. Automatically Appended Next Post: I remember seeing a gorkamorka mob once where they all had blue face paint as well.

No, it's just a general wording. You can just let your opponent know that it's blue instead of red for your orks.

What I've been considering doing is painting a base-coat color(for you blue) then taking "brush strokes" of red to the vehicle where it looks like they maybee got 2 or 3 strokes of red paint before they had to drop the painting. So like 2 or 3 "random" stripes on left and right side about 1 inch long and the width of a boyz hand with small fine brush strokes at the front for the brush bristles, and long fading fine strokes toward the back for where the paint runs out?

I really think you should go with one or the other, not both. If you like blue paint them blue and simply say "my kult of speed like blue, what?" I doubt anyone is seriously going to moan about them not being red. If they do, they're being a bit precious and immature.
If you are worried that much about it, go all red. I just don't think you should go with both if you want cohesion. If you look at all sorts of armies, all races, even blood bowl teams, in my opinion, the best looking ones all have only one prominent main colour. I think going with stripes or checks on 28mm over a large army can often look crowded, even messy. Automatically Appended Next Post: Simplicity and uniformity for me.

Hey,
I would say paint them in either scheme ( or make up one) that you want, I wouldn't hand cuff yourself with the fluff. However I would be wary of choosing too many bright colours, especially ones that kind of clash such as Blue and red because it could make your models look to "busy"
As far as the "red paint job" rule goes someone would be hard pressed to argue that if you spent the points on it. If this end up being a concern you could just mentioned it at the beginning of the game.

I actually spent some time with a color wheel yesterday, and I'm thinking of going with a deep purple:
My warboss is colorblind. And none of the boyz are stupid enough to question him.
This had the added benefit of my boyz looking like The Hulk.

Paint blue and add some red/orange flames on the vehicles. Red flames make you go extra fast!
mostly matching blue bandanas/facepaint would do great to unify the horde.
Whatever you decide, We'd like to see the result!
