Having seen him live an a couple of occasions, and speaking as a musicologist, I can confirm that Beck Hansen is indeed talented. He is able to rap, sing and play instruments in a dizzying array of styles.
Beck is great. Jeff Beck isn't though. I don't think Scientology matters much.
My cousin, who's always been a step above mainstream, loves him. As long as I can remember, since she was at least 14 (she's 26 now), she's always been madly anti-conformist and edgy. She pulls it off in a way that doesn't seem hipsterish or snobby. I envy her.
I love Beck, he's one of my favorite performers and has a very wide range of talents. However, I feel that the reason why his rap is so well liked is that it is unique, and (at least during his early days) was considered quite bad (that's actually how Loser got it's chorus, but that's a wholly different story). I've always felt that his music has had a quirky quality to it, even his serious songs have playful tones hidden away in themselves.
Beck's music is why my style of guitar playing and vocals are the way they are. He was kinda my door into actually playing alt-rock, and it just stuck as my style. Goofy rhythm and wacky antics are my bread and butter
