Hello all,
I recently bought the island of blood starter set and the high elf army book and am really looking forward to getting into the game. I have a few questions though, is there anywhere I can see a step by step walk through of a typical game and what would be the best way to build on the elves included in iob, I have just a bit over 100 dollars left to spend on it.

Do you still have the skaven from IOB? See if you can find someone to trade for their IOB high elves, so you'll have double everything in it. That's a good spot to start.
Other than that, the battleforce is a good buy, or do the IOB trade thing a second time so you end up with 4x everything in it.

As far as learning the game, I'd reccomend watching some of the learning battle reports at Miniwargaming, or the reports on Bluetablepainting. They are both pretty beginner friendly reports.
As far as models, if you don't have a codex, get that for sure. And BronzeJon's advice is solid, trade your Skaven to get more IOB elves.

I'd trade the Skaven to someone for another HW IoB half, and then pick up a HE battalion and a hero on foot of your choice.
Now you'll have the beginnings of a decent sized force, and at least a legal one.

So my best bet is to acquire another at least one more IoB half and maybe a battalion box? It seems that the IoB halves are going for about thirty or so on eBay would it be better to skip the battalion box and just get two more halves and then pick up what else I need separately, as I can spend 100 to 150 tops at the moment and it will be a while before I can add anything to it. Also the more I look at the models he more I like the skaven to start an army of those would I just go for more IoB halves and then flesh out, what are musts for a decent skaven army?

Nah, if you get too many IoB boxes you'll end up with too many command models and characters.
2 is plenty.

If you want to start with High Elves, definitely check out http://www.ulthuan.net/forum/index.php
It has a bunch of how to start, how to build an army, battle reports, etc. I've learned a ton there on how to play HE better.

Thanks for the tips guys. I will be sure to check that site out Texx. I picked up a box of spears today and ordered a prince/noble box, I am thinking about picking up another IoB half, I have about 70 bucks left and am trying to build at least a halfway workable 1500 point force, any other must haves while I have the cash left?

I saw them suggested earlier, but I am going to second Bluetablepainting's battle reports as being awesome for a new player (being one myself) as there is very little that they usually assume the viewer knows besides the VERY basics and they are very entertaining to watch.
Miniwargaming has some good how-to-play videos, and those would be a really good start as well.
