Hello, all.

So, looking around the GW website, I pretty much only see chaos lords who have static weapons (terminator lord aside - he is who I currently use).

The metal lords are only available online and they have set weapons (w/o doing some conversions).

The finecast lord is double lightning claws and a jump pack only.

So, my question is, how much hub blub would it cause if I use a standard Chaos Marine, deck him out with the weapon options I want, sand say that he is my Chaos Lord?

None*, as long as you put enough bling on him. Just be sure to make him really stand out!

*It would be no problem for me and most people I know, though YMMV.

It just seems kind of ridiculous that in order to have the load out that I want I either a) have to hack a bunch of metal to do conversions or b) stick him in termie armor.

Pretty much just get fancy bits from the other plastic kits and go wild. Possessed have some cool ones available, and so do WHFB Chaos Knights.

One thing that will make a big difference is using a big scenic base, even a 40mm one. The guy half-again as tall as a normal power armored guy due to standing on rubble/corpses/etc is clearly exceptional even if his armor isn't a unique sculpt.

The codex even shows a Chaos Lord kitbashed from the CSM kit, and a (at least in the previous codex) it even says he was made from parts from many kits. You don't need to mount the guy on a giant base or anything, but he definitely needs to look more regal, menacing, dynamic, or dangerous than the rest of your dudes.

As long as you bling him out and make him look distinguishable from the rest of your Power-Armored CSM, there's nothing wrong with doing what you're talking about.

Theres also the option of the Dark Vengeance Lord. Hes plastic and has power armour. If you dont want to buy DV try looking on Ebay.

Im using the chosen with the ax as my chaos lord. He looks awesome and has an ax i can use as a power ax, win win. In my opinion any of the chosen models can be used a chaos lords, that gives you a few load outs right there.

I'd grab the posessed model and kitbash him up! I made one with posessed body, a sweet helmet from the champion sprue, and gave him one of the swords that the Bloodletters use.

Put him on a rather impressive base, and put some of the pikes w/ skulls on them on his backpack (i think those are either on champion sprues.. although I ended up using a lot of the rhino kits spikes because I cant put them on my rhinos, they keep breaking off in my case).

If you can get your hands on some of the dark eldar bits from their raider kit it has alot of spikes and skulls and chains.

You don't have to limit yourself to just Chaos bits, either. Between the commander kit, the Blood Angels, the Dark Angels, the Space Wolves and the Black Templars, there is a whole mess of options for blinging out a lord in PA and make him stand out from your troops. You could go completely heretical and use GK parts if you want. Think outside the box!
