I will admit, I have no idea how Land Raiders are deployed by Space Marines. I assume they're used much as they are on the table-top, to make sure their elite units can get to the front line and lay down supporting firepower. What reason is there for tactical marines and assault marines to be deployed in Land Raider's en masse by the Blood Angels?

All I know is that the Ultramarines have 13 Land Raiders total in their armory. The Blood Angels have 43. It may just be that they own THAT MANY more.

They would be deployed, if they had access to them. Maybe the vehicle pool had a sizable presence at the time. Maybe they were training drivers.

The BA have the vehices, if they are needed, then they would be deployed. Trained operators permitting.

If the situation warranted it. For the most part I doubt they would use that many raiders, when rhinos can do the transport jobs, and preds the armoured support.
After all they have to be able to support and maintain all those vehicles.

This one time the sales manager was all like 'dude if I don't sell more land raiders the regional manager will chew me out'. But everyone knows they're heavy support choices in the codex!

And his buddy Dante was all like yo, dude, we Red Space Marines don't do the Codex, we got our own codex. Tell you what, I'll make them a transport choice.

I remember reading once that at any one time the USAF has a third of their aircraft undergoing maintenance. The UM or the BA's larger collection would still be sizable and formidable if it operated along such procedures.

Fluff-wise I'm pretty sure it has something to do with the Blood Angels being a close-assault/shock troops army, leading to their deployment of large numbers of giant angry nigh-invulnerable transport vehicles used to poke giant holes in the sides of enemy buildings and disgorge bolter fire/flamers/Assault Marines.

There's also their Apocalypse formation centered entirely around Thunderhawk Transporters carrying Land Raiders, if you have a few thousand dollars to spare and want to make no friends because you're steamrolling everyone...

The Blood Angels aren't comparable to modern armies. Put it this way 43% of the entire chapter can ride around in Land Raiders all day.

The Blood Angels appear have access to better forges then most chapters. At least better/more forges that are able to produce vehicles and engines.

They have land raiders as basic transports, can field combat tanks in more slots 3 fast attack and 3 heavy support, upgraded engines and have their own flying tank (Storm raven). Which leaves the options of a good relationship to a forge world/s or their own forges are just more geared to build tanks.

There is another option of course but its purely made up. They just didn't deployed as often early on and thus they have larger numbers now. Their availibility makes it possible to deploy large numbers creating the option for them as dedicated transports. Even if they are still not used all that often.

I know thy have two formations for Apoc - A Crusader leading 2 or more AC armed Baals and the formation of 6 Land Raiders of any type carrying troops.

They may just have more because the Adeptus Mechanicus gave them more to try and get them to share the Baal plans or they simply stole loads from the armouries of said world...

No such thing as dedicated transports in the fluff. Vehicles are assigned to units depending on what the unit has to do and if the vehicles are available.

As said above, Blood Angels have more Land Raiders than most chapters so their units are more likely to have access to Land Raiders.
