Once again I come to YMDC after a friendly game at my local store. Not wanting to question a buddy's judgement on rules, I let it pass, but his position was such: If you are 4" or closer to a model in cover, when shooting at them, they receive no cover save. I am unable to find such a rule in the big book, am I just poor at looking? Or was he mistaken? I'm not complaining about cheating, since he abided by this rule when I was shooting at him. Thank you in advance dakka.

It's all based on TLoS, that's it. If they're not blocked by the terrain, they're not in cover. If they are, it doesn't matter how far or close you are.

No, vehicles and MC's can't benefit from area terrain unless it specifically covers them 25% or more.
Top of page 75 for vehicles.
Actually, I can't find anything at the moment saying MC's don't benefit from it, so I may be mistaken on that one. Vehicles certainly don't, however.

This is a rehash of an old rule that once existed in 5th edition. It went something like this.
Models inside of area terrain that are firing through more than 2" of that area terrain GRANT cover saves to their target. AKA I have two Obliterators 6 inches deep in area terrain - all of their targets have a cover save imparted by the area terrain the Oblits are standing in.
If two enemy units are both in area terrain and are within 2" of eachother, it used to be that you could "Bypass" the cover saves.
This rule is no longer present in 6th Edition.

Which is exactly what Kevin just said.
In all fairness, I think he missed the spot in the book that overrides that for vehicles. I was under the assumption MC's still were not allowed to benefit from area terrain as in 5th but I think I'm finding that to be incorrect.

As a nitpik.... while it was a common misunderstanding, that was not how the rule was written, and that was not how the rules worked. It was a pet peeve of mine back then, which is the only reason I mention it now.
But in any case, the rules have changed.
