I was thinking about how awesome(or not awesome) a hard hitting, really tough, really fast list would work. And this is what I came up with.

Eldar with space wolf allies, or the other way around, whatever your fancy. But you run a 6-10 man see council with 1-2 farseers taking fortune (or if 2 seers- one takes book powers). And take 2-4, 3 man bike squads with shuriken cannon for troops.

On the wolves side you can take canis for the fenrisian's to be troops if you want and/ or wolf lord on thunder mount. Then have a 5 man squad of thunderwolves outfitted to your choosing (or bare for tons of rending). If fenrisians can be troops then 2 packs of 10-15 of them.

The idea is that the whole army can move 12" at a time. The bikes can go even further with a turboboost. The fenrisians can provide cover to the thunderwolves behind them. The council will be fortuned and next to impossible to take down. They will provide multiple heavy flamers and anti tank (wychblades for av10 rear armour). I haven't laid out an exact list for an exact point cost yet. I wanted to see what you guys thought about it first. Thoughts?

I wouldn't count on 2D6+3 for taking out armor. AV11 rear might be a problem, and anything above 11 rear armor is a huge problem.

While it is a fairly fast army, I wouldn't count on small troops of T4 3+ save models lasting out all game.

Seer Councils are tough to shoot up, but that's about all they've got going for them. They hit like a wet noodle. 6-7 guys is ~500 points.

If you want fast(ish) and hard hitting, I'd rather have Dante and multiple Sanguinary Guard units (who score, because vampires always get hot chicks).
Pair that with the wolves and not only do you have a good army, but you can totally do a twilight theme to annoy everyone.

The armour bane on the witch blades isnt anyhting to count on for anything more then av10 rear. But I dont intend on the charging land raiders. They are perfectly capable handling rhinos, preds, any necron vehicle (other then a monolith) and basicly everything else i can think of that isnt land raider like. The multiple hits from the wolf lords thunder hammer can handle that. Also I now see that the thunderwolves can take melta bombs. That should be perfectly fine.

21 attacks that hit on 3+ and wound on 2+ on most things isnt toooo wet of a noodle. And the heavy flamers prior to the charge as well.

While you have gotten my twi-hard at its peak, I dont think I could get away with taking the vamp and wolves list lol.
