I am asking this with particular regard to an old "codex" from a WD magazine entitled: The Gnoblar Horde.

Is this legal in games? Isn't this given the same status as the Sisters of Battle - Or was this prefaced with something completely different?

Depends on your club and/or opponent. At a tournament it is highly unlikely however.

Appendix lists are by and large discontinued, since gnoblars fall under ogre territory.

You could possibly convince local players to allow it, but no tourney would.
