This probably straight forward and simple but as I have not seen it played or in a list I am just checking.

Space Marine Bikes come with twin-linked Bolters.

Hellfire rounds can only be used in Bolters.

If Space Marine Captain takes a bike and hellfire rounds, does the bike's Bolters count as being equipped with Hellfire Rounds? I would assume yes, and it makes a nasty combo with re-rolls to hit and wound on 2+.

Yes, it even says they can be used on a bike in the Ammos information. pg 100 C:SM

I dont see why not. It's also not exactly broken. The question really is whether it's worth the points.

It might be worth 10 points, but it sure isn't worth 145 points.
So yeah, if you are already taking a bike captain, sure, but if not, don't take him just for hellfire.

Or you could just take 6 Sternguard vets all with hellfire (and 2 other rounds) for about the same cost.
Or for much less, 5 sniper scouts and a hellfire blast, all at 36".

Already taken the bike to get biker troops, so 10/15 point ammo upgrade is not bad. I face a lot T8 models already and with the same players moving to Chaos I expect to see a lot more t5 and t6 now, so the 2+ to wound is nice.

Nasty combo's do not have to be broken, just really good for what you need them for
