yeah you can mix it with inks to get "dirty" water...
there are cheaper water effects to get that are just as good if not better... just check general model train stores
I use acrylic gel from art shops to get water effect, which seems to be a bit cheaper than purpose-made water effect. It's reasonably transparent when dried, but I haven't experimented with heavy layers as I use it to portray the surface of a deep ocean and just paint over it and apply varnish. It may well suffice for smaller scale work however.
EDIT: perhaps any Dakka members with experience of both can provide a comparison between water effect and acrylic gel medium.
