As for other ranges out there,just of the top of my head there's Mantic Corporation troopers which would make good Drop Troops, em4 miniatures do cheap plastic sci-fi troops, theres a company on ebay, Prince August i believe that sell loads of plastic Warzone miniatures reasonably cheap. I'm sure there's more but any of these, with a bit of conversion work could make good guard proxies.
I don't see the problem with them being too small for
GW's heroic scale
tbh. Both
FW Elysians & Death Korps are true 28mm scale, and most of the non-plastic
IG are closer to true scale than the plastics.
The problem comes when you try to put
IG weapons (If that's your goal) or any other heroic scale weapons on true-scale 28mm figs. They look ridiculously huge. You could buy forge world weapons, but that would be quite expensive. Another option would be true scale 28mm figs with sci-fi weapons from a company like Hasslefree which is still a touch heroic, but are slim enough to look great on non-heroic miniatures.
Luckly, the WGF Greatcoats and the Warzone plastics both are plenty bulky and sized appropriately to take
GW weapons and parts if you so desire.
