I don't know the metagame I will be walking into, but I expect it to be highly competitive. I know the Hydra isn't great anymore, but I figured it would give me an edge against flyers. The ADL is where I park the Manticore(s) if I can't hide them behind LOS-blocking terrain (also where the Hydras would go). The Chimeras will just be a delivery mechanism for my firepower - while the blob holds down an objective. The Psyker goes there. Vendettas are obvious - anti-flyer and anti-tank, while the contents Grav Chute to objectives when they are needed. Thoughts? Ideas?

Could you compile them into which platoon/vet squads go where? Everything is spread out. Side note, why bother giving sergeants power axes? I haven't seen Guardsmen winning much CC; I just feel those points are better spent else where.

Also, with enough Power Axes swinging, they should put some hurt on MEQ/TEQ, being AP2.

Well, with all of that plasma. Keep the Commander near the plasma and always give them FRFSRF to avoid those FNP rolls. Second if the Guard Platoon squad is a blob, you have to put those flamers out front to use them as everything is hit under a flame template. I love guard blobs myself but if your flamers are narked before their used then you have wasted points. Maybe use GL's (never underestimate what a 24" krak grenade does, Defilers can agree with this  ). Who is manning that quad? If you want something dirty, add a ratling squad to it (rending from them plus their short stature while manning that quad) its 30 points for a BS4 quad gun with sniper rifles jutting out from it. Why is there a psyker with Biomancy? If he has telekenisis he can be a squad buffer or even with a battle choir destroy anything (drop LD with Choir + Psyhic Shreak=win). I refuse to leave my lists without a 180 point kill anything at range combo.

The Flamers are for Overwatch purposes.
The PBS + PP is a lot of points on weak bodies in easily destroyed vehicles. Not sold on it myself, no matter how strong it is, because I feel the range makes it too vulnerable.
The blob squad can man a gun if it takes up position there, if not, a PCS or SWS can, depending on the needs of the mission. It all depends a lot on that.

I would take the flamers off the infantry squads and add plasmas. Better range (obviously) and help shoot things your auto cannons target as s7 is good. Plus it helps vs MEQ. You wont get to use those flamers often and I guarentee those plasmas would get shot all the time.

I would drop the hydras for the manticore, they are only good against flyers and you already have 3 vendettas and quadgun which should be more than enough to take on flyers and if you add a nothe rmanticore it will helo buff your anti horde and anti tank.

Makes me so sad to know my Hydras, that cost quite a bit, are now pretty useless. I have an extra Manticore though, so its not a big deal.
Any other thoughts on the list?

Seconded to lose the Hydras for another Manticore. You need more than can hurt AV14, IMO, as your Vendettas may be tied up dogfighting. Unfortunately, if your opponent has flyers that come on before your Vendettas, they'll just blast your Hydras to bits before they even shoot. I agree, it's heartbreaking to lose the use of perfectly good models.
You could get the extra 10 points by trading two plasma guns on your CCS for a lascannon. Also, I'd put hull heavy bolters on your Manticores. If you need to use a heavy flamer from one of those on anything, it's already too late. Better to get one last rocket shot than waste their turn failing to defend themselves.

I would drop a Power Axe for the points, probably. BS3 HB always struck me as a waste, so mine are HF.
