First let me answer your questions.
The second edition hardback for Firestorm does not contain any cut out fleets. There is no need for despair though as the community has remade cut out fleets for you:

Also custom ship building rules are not included but we can help you out there too.
Alexmann has made a
Custom Ship Builder based on the first edition ship building rules.

Note that while not a campaign exactly the new
Marauders of the Rifts rulebook does have a few scenarios that can be linked together to make a campaign.
