I searched back a ways and couldn't find this. If a Librarian moves he can't use Vortex of Doom because it is heavy. However if the Librarian is in Terminator armor he then becomes relentless. Does this mean that he can move and use vortex if wearing terminator armor?

Brb is further away than the length of my arm but if vortex's only restriction is that it is heavy then it can be used by TDA. HOWEVER, if it has wording similar to that of the orbital strike for Chapter Masters then TDA won't help.

If the libby doesn't move, he can use it but cannot assault after

If the libby is relentless, aka termi armor, then he can use it after moving and still assault later.

It is a heavy shooting attack, therefore if you have Relentless you can fire it as normal.
