Would Dark Eldar be considered in an "alliance" with Chaos. It never states that they are but they just seem so slaanesh-ey that I feel like it would just make sense.

No. Dark Eldar fear and loath Slaanesh just as much as their Craftworld kin do.

It depends really. They wouldn't ally with the Gods of Chaos, but they do have ties with certain groups of CSM (such as Fabilus Bile, who studied in Commorragh).

They have in the past used Daemons as tools - but that often works out badly (see the DE Codex for examples) - the Dark Eldar hate and fear She Who Thirsts but that does not mean a Archon would not make an temp alliance with a Champion or Daemon of Chaos.

Its ultra risky but not only might it work but there is also the thrill or the forbidden and dangerous and most Dark Eldar soooo need that type thrill.

Also the only real power that can give a DE immunity to the constant draining of Slaanesh is another God and so a bargin could be struck with one of the other Three to do this - whether this would be any better than the draining is debatable.

One thing to note is that while all DE fear/hate/lathe slaneenth there are a few Chaos worshiping Eldar in eye of terror. Similarly a few DE, exodites and CWE might stray and join them. They would probably play similarly to DE though.
