I'm looking to do a fandex I know but hey, I just feel like doing it for my CSM army. But There is a huge problem. I don't know what 'Formatting' is or how to even start. I'd like anyones help, and bear with my ignorance through this. Merry Christmas to all by the way!

How to make friends in 40k when the universe is a big place and no one will miss you.
Start with a concept. What's the goal of the rules? What are you trying to accomplish? Worry about formatting once you have the rules worked out, content trumps presentation.
Come up with rules then warger then fluff then put it in to a dex.

Definitely go bottom-up when working on a dex. Make the stats and rules, then fit it to CSM -- not the other way around. If your rules aren't solid, no amount of fluff is going to make them better. Especially bad fluff (WAAAARD!)
