Regular helms - sculpt a couple marks or other designs and then do press molds for them. Smush in GS and then carefully remove it to apply to the helmet. Fast, easy and cheap since you will likely have the helmets already from the other figures you are using as your base.
Depending on your specific Blood Pact preference - you will also want to do something for the masks they wear. I find that this is easy to do as well using GS and simple molds.
Quite often when I am doing something like this - I will make molds from Sculpy. It is even cheaper, and I can cut rough looking masks really easily in a very short period of time. Toss it in the oven and I am ready to make my casts. I think Scribor has a tutorial of the general idea behind what I am talking about on their site.
MaxMini does a set of Fallen Legionnaire heads that are spot on for Blood Pact. Unfortunately I cannot seem to get their website to load for me to give you the link! Hope you manage better, here's an example of the heads though:
