Let's say you have Creed and a Lord Commissar in your army. You give Scout to the Lord Commissar and put him in reserve. You also take an Infantry Platoon and start it in Reserves. The Lord Commissar joins one of the units in the Platoon so they will have to arrive together (p.124 BRB). Do they outflank? What happens to the rest of the Infantry Platoon?

Now let's say the Lord Commissar has a dedicated Transport Chimera. Can he still join the unit and all of them outflank in the Chimera?

When you have transports, the entire unit must be able to fit into it or you aren't allowed to take the transport.

In your case it sounds like you won't be able to take a chimera for the commissar if you want to join him to the platoon.

Only the LC and one of the units in the Platoon will arrive together. If they are outflanking, they will outflank together. The rest of the Infantry Platoon will walk on the board if you started them in reserves too, since the only unit which receives the benefit of the LC being attached for the sake of outflanking is the unit that the LC is attached to. For all intents and purposes, each squad in the platoon is a unit, just that all the squads together only take up one FOC and roll once for that entire unit's reserves.

If the Chimera can fit the LC and the squad he is attached to, they will outflank in the Chimera.

A more scary alternative to this is outflanking Chaos Space Marine Land Raiders with a beatstick HQ and Terminators inside.

Outflanking Landraiders are great!
The unit inside can't assault when they disembark, and the tank is normally in melta or charge range.

If the commissar buys a chimera, he must be deployed in it if he outflanks, as per the outflank rule.
If he is in the chimera, he cannot join another squad.

Al'Rahim gives you want you are looking for. Creed lets the Commissar Lord outflank, Al'Rahim makes the whole platoon outflank. The platoon can buy Chimeras that the Lord can join into (transports 12).
Or, just buy normal commissars for the platoon, and have Creed make his own unit outflank. Then he can arrive on the flank with Al'Rahim, and go to town.

I would recommend against Creed unless you're going to use him for the furious charge and fearless order.

Typically, outflanking Landraiders are more for gaks and giggles and the look on your opponent's face. It's gimmicky, but it has worked for me before when my opponent realizes that his melta and heavy charge units are way too far down midfield. That being said, I don't know why no one has bothered to actually leave proper anti-tank at home when you KNOW that there's an outflanking land raider. So until then, I'm just going to have a good laugh with it!
