I hate the answer, but allies and quad gun. Those are the reliable means of doing damage to a flyer.
Twin-linked missile pods and Broadsides are more a ground level unit. In the event that there is nothing left to take down a flyer and the ground forces are decently far away, then Broadsides and missile pods should take a shot at it.
But I really want to stress that they are a last resort and not "Plan A"
I'm expecting an Imperial Knights supplement dedicated to GW's loyalist apologetics. Codex: White Knights "In the grim dark future, everything is fine."
"The argument is that we have to do this or we will, bit by bit,
lose everything that we hold dear, everything that keeps the business going. Our crops will wither, our children will die piteous
deaths and the sun will be swept from the sky."

Many ways Deathrain Crisis Suits, Broadsides, Aegis Defense line with Quadgun, Tau Barracuda, Skyray with IA;3 AA mount, Ally Flyers, Dark Angels with Flakk Missiles.
Deathrains, broadsides, ADL, allies, Forge World, pretty much 2 of the above in conjunction shpuld be sufficient to deal with all but the most flier heavy lists.

There is no such thing as a hobby without politics. "Leave politics at the door" is itself a political statement, an endorsement of the status quo and an attempt to silence dissenting voices.

A unit of 3 XV-88s will average one hit per round shooting at a Flyer. Thats a hit with a Railgun! Thats pretty darn good.
So one squad of Broadsides has around a 50/50 chance of wrecking a flyer each time they shoot.

Cato Sicarius, after force feeding Captain Ventris a copy of the Codex Astartes for having the audacity to play Deathwatch, chokes to death on his own D-baggery after finding Calgar assembling his new Eldar army.

Not quite. You have a 50/50 shot at scoring a single hit, a 2/3 chance of getting past jink, then a 50/50 chance to bring it down (hitting a four on the pen chart with AP 1 railgun).
So actually, you have a one in SIX chance to bring down an AV10 flyer. On an AV12 flyer (valk/vend) those odds go down to one in NINE. Certainly your broadsides have better targets to shoot at on the ground.
As a Tau, the only real way you are going to deal with a flyer is either a flyer of your own (one of the Tau FW flyers is likely to be in the new Codex in a few months) or an ADL with quad gun. The Skyray -- described in the fluff as being an SAM platform -- will also likely get the skyfire special rule in the coming codex.
I second barracudas - 3 s7 shots, 2 more s7 twin linked shots, 6 s5 shots that ignore Jink cover saves, the ability to deep strike and a 4+ save when evading all make the barracuda a very dangerous air combatant.
In terms of ground support, deathrains, broadsides, and a firewarrior team manning an ADL quad gun will all work fine.
Been out of the game for awhile, trying to find time to get back into it.

Used a GD squad for this. going to BS1 does not really hurt them.
That's an awesome idea, I love GD squads anyway, but having them with a use other than deep striking behind anks and blowing them up, and pinning delve stator squads is even better!

indeed, just another example of why it is illegal to point laser pointers at aircraft

Ahh, but its not illegal to point a laser pointer at a flying monster

Poor tyranids, can't benefit from laser pointing laws because they're Eco friendly, and refuse to use polluting aircraft, and instead choose to use the less polluting option of giant flying monsters!
