I saw this picture and absolutely fell in love with the paint scheme.
What paints and techniques would achieving this require?
I'm clueless of the original source.

I can't tell you the color combo but I can tell you the source...it's from the chap on this forum who makes the large scale space marine models...if I had to guess at the color I would say gunmetal grey with some skillful application of weathering pigments
Edit: it also looks like it has a layer of black wash on it.

I'm pretty sure that is one of the large action man SM so it will be hard to replicate at 28mm.
However, a dark grey with a black wash with matt spray over the top will probably replicate the blacks. Add in some weathering powder to the wash (probably some kind of soot) would get you even closer.
The bones could probably be painted something like kaki and then given the same wash.
The whites might be done with a pure white undercoat, then a light wash with a very watered down kaki paint.
There also appears to be some mud weathering which would probably be replicated using a drybrush of graveyard earth, building up lighter with some other light earth tone. Again, adding some light earth weathering powder into the mix would probably replicate it well.

If you could hunt down the username of the guy that did this it'd be greatly appreciated! I seriously fell in love with that tone. It just looks beautiful and want ALL of my assault marine spam list with this...
How do you use weathering powers? Just put them in the paint?

This article has a few links on using weathering powders. You can mix them directly into paints or washes for a gritty look, or you can apply then on their own (either in a wash or dry) and then fix them in place. 1/6 scale marines: http://www.dakkadakka.com/dakkaforum/posts/list/460790.page - The guy posted in there.

I have MIG pigments. I am at work at the moment but I think their soot and light earth pigments are your best bets.
I don't know any of the new GW paint range, but try their darkest grey and look up on the conversion chart what the new paint names are for the other colours I mentioned.
Commando kaki for the bones and wahing over the white, black wash for the wash, skull white for the white and I think their dark gray was chardonite granite?

They've changed the names since I last bought any, but I think Black Smoke would probably suit you, with either dry mud or Europe dust for the mud/dust weathering.
