Does anyone know of a good 1/48 or 1/35 scale 21 cm Nebelwerfer 42? I only found them in 1/144 scale and 1/72 scale. I doubt 1/72 scale is big enough for 40k models.

That link gave me a 404 error, but it is a 42. Great Wall Hobby also does a 1:35 version (and rockets if you want them); this is the conclusion from a review on it:
This is another superbly detailed kit of the Nebelwerfer 42 with the brass parts for the complicated barrel assembly producing the most detailed kit yet available of the Nebelwerfer but will require some care during construction to get everything aligned correctly.
The only minor issue being the wide wheel tread pattern but other than that this is one of the most complete kits available but is not for the inexperienced builder.
Highly recommended 8/10

As far as I know, Bolt Action is 28mm but keep in mind it's true scale which means more-or-less lifelike.
Very different from GW's "Heroic 28mm" which is really closer to 32mm, but with mongoloid heads and hands.
That being said, for a rocket launcher like this it should be pretty ok, if a little small. Two or three or four on a Chimera should do for a Manticore, but one might look a little weedy for a Krieg rocket-launcher-thing.

The Warlord games ones are 28mm as they're for "Bolt Action" WW2 28mm skirmish.
 .
The BAs tend to be 41s or 40s as listed, though. Not 42s.

Why a 42, since it will presumably count-as something in 40K? Kits of the 41 are far easier to find.

Memory might be wrong - but the 21cm Nebelwerfer 42 was 5 barrel...so that might have something to do with it. Using it as a counts as though - wouldn't really be a significant difference between 5 and 6 barrels though.
I think Lion's Roar does a 1:35 scale 42 - though the properly scaled model from BA is cheaper and already chunky enough for GW figures. There kits are a lot like the Great Wall kits - a mix of resin and brass...and the price reflects it ($50+ for something like one of these).
Unless you have a very specific need though - pretty much any of the various Nazi rocket artillery are comparable, regardless of year or rocket size. I think it isn't till you get to the 30cm rockets that they switched from tubes to frames like on the sides of their Sdkfz.

Yes, the model 42 was 5 barrel, firing larger rockets than the 6 barrel 41. But that seems irrelevant for a counts-as 40K model.
I agree that 1:72 would look too small, but 1:48 or 1:35 should look fine for 40K
