Looking through the da codex, it says something like take a missile launcher 15 pts may also take flakk missiles for 10 pts. Does that imply base 15pts for the launcher and to upgrade its 10 additional points or is it 10 for the flakk (cheaper because they can only shoot at flyers, similar to hydras) or 15 for the standard launcher? It seems too vague and doesn't say upgrade to. Or am I just trying to cheapskate my way out of spending points?
I only question this because I could care less about devistators shooting tanks and skimmers - melta guns and power fists can handle that.

Yes, you are trying to "cheapskate" the rules. There is a reason that flakk is a subsection under missile launchers.

You need to pay the price for the ML and then the extra for the flakk upgrade but you keep all 3 shots.

Unless you're playing codex:Angry Marines where they are so damn angry they just throw the <expletive deleted> missiles!!!

I believe the angry marine missile launcher shoots angry marines. (ie: the projectiles are actual marines)
