Well, the easiest way is to make them yourself out of green stuff, for example: here or here
But you can also buy sandbag sets. Tamiya has some for military models and also here.
But there are probably many others out there. Just google it.

Something like that? Saw these the other day, might do what you need them too. A little steep for 20 sandbags, IMO.
A while back I took some milliput and rolled it up, and just cut sections out of it. You can do it as you please and the results were good:

If you don't want to make your own or go with hard plastic (ie : need to be able to mold them around objects) these ones look nice, http://www.secretweaponminiatures.com/index.php?main_page=product_info&products_id=541&zenid=983cfafdcd1647546c481f9245badb58

That quick-dry modelling putty (very light) can be used effectively.
A bag of 400 grams will run you $6, and that will probably make a 12 inch long wall that is 3-4 inches high (1 inch thick)
so it will make a hell of a lot of sandbags.
It is not good for detail though, so stick with structures.

If we win we win, if we die we die fighting so it don't count. If we runs for it we don't die neither, cos we can come back for annuver go, see!

Get the low-quality stuff from the hardware store, plumbers putty (that seen on tv stuff)
Make little squares, cut an edge into the side so it looks like a seam, press a "screen" against the top side to give texture and let dry. Pile them up, put bullet holes, whatever!

You can pick up a bunch of Tamiya sandbags at hobby lobby dirt cheap (like under $5) just grab the 40% off coupon.
They are just about the right scale and come on a sprue. I picked up a few boxes to make terrain with.
