Both. To an extent. Guard are all about redundancy; our troops are squishy, so treat them as such. Take a squad and give it a mission, then assume that it will die halfway towards completing its mission, and always make sure you have another one to finish the job. Dont get too specialised though. Having a list designed to kill tanks in a wave of melta fire will get eaten alive by a proper horde for example; so make sure you have the tools for the job.
Im currently running a 1500 mech list, with 3 plasma delivery units, 2 melta, 2 vendettas and a fireball platoon. My list has the capacity to take on damn near anything, and the extremes can be dealt with through careful planning and proper focus.
Spam whats good as much as you need to get the job done, and done consistently, just dont go overboard. If you get a middle ground unit, like say a manticore, plasma vets or a medusa, then make sure that you are taking slightly more of them than your specialist units like melta vets, vanquishers or hellhounds.
