I'm having a bit of trouble copying the ultramarine color scheme that i find in the BRB picutres. I'm following GW painting guide exactly but something isn't matching up right. Its almost like its to bright still, even with the glaze. I cant seem to match that deep rich blue tone. It almost seems like this painting scheme is different that the one used on all the pictures of Ultramarines i see in the books. Any help would be awesome.

Change to a better chapter. Ultrasmurfs are sillies and you'll feel better knowing you're not a generic person. But if these are really the guys you want to paint, then try darkening the blues with GW's drakenhof nightshade or an ink wash of dark blue.

Priming black can help shade it down a bit if you haven't already.

Prime it black, paint the figure in a thin coat of Macragge Blue, wash with Drakenhoff Nightshade, thin coat of Altdorf Guard Blue, so that you can see the wash in the recesses, highlight the edges with Calgar Blue. Works perfectly for me, looks like the GW scheme. If you're using the scheme on the painting guides parts, just remember, ignore the drybrush part.
