Mark of the Wulfen is best for Grey Hunters and probably harms you on anything else. With MotW, you replace your regular attacks profile with 1D6 + 1 rending attacks and you may NOT use any wargear to boost them and you don't get an extra attack for having a pistol. Lets do a Cost / Benefit analysis:
You should NOT use MotW on anyone who already has 4 or more attacks because of the possibility of actually losing some attacks. For example, Thunderwolf Cavalry already have 4 attacks (+1 if you keep your bolt pistol and CCW). Furthermore, TWC are already rending! What is the point of paying 10 more points to possibly have less rending attacks?
You should NOT use MotW on anyone who has close combat wargear like a power fist or power weapon because you can't use the wargear if you have MotW. Why pay for a powerfist if you can't use it?
You SHOULD use MotW on stock troops (ie Grey Hunters) because in can possibly increase the number of CC attacks they have from 1 (+1 for BP&CCW) to as many as 7. It ALSO makes your attacks rending giving you the possibility of ignoring armor. For Grey Hunters fighting other marines troops, Mark of the Wulfen is better than a power weapon because you get so many more attacks and some of them will be AP2 at initiative 4. Against high toughness targets though (like a Wraithlord or a dreadnought), you're probably better off with a power fist.
