In a Tournament? Ask the TO. There is no update for them, so the two most important questions would be:
1. What FOC slot (if any) do they use?
2. How many points do they cost?

Personally I would see them as a Fortification but point cost is an issue.

I would suspect almost certainly not. Especially not if the question "Have these been updated to have points costs at all? " means that whatever rules you currently have for them count them as free. Even the most lenient TO is going to balk at someone bringing models with a 0 points cost and rules at least 2 editions out of date.

You would have trouble getting a TO to allow these as the do change the battlefield significantly.
