Ive had some trouble making my dark angels work.
So far Ive been running
2 X 10 tacs (sometimes in a pod ,sometimes on foot ),
PA command squad with Dev banner (Mostly in a rhino with a power field librarian)
This come in around 600 -700 and is the only part in all my lists that do much.
I have tried 10 terminators with belial and was underwhelmed with their damage output and survivability.
Ive tried two whirlwinds against abbadon cultist /chosen spam and was underwhelmed .
Black Knights seem to have some potential with rad nads + bolter fire

You got cheap devastators, that you can very effectively couple with cheap Librarians (I usually take a lvl 2 and roll once on telepathy in hope of a 5 or 6, then usually take prescience) and Techmarines (that can bolster any non-bought piece of terrain) that you equip with infravisors for 5 pts to ignore night fighting
If you take a Dev banner, I'd suggest you take 3 full Tac squads (I tried it with rhinos for the extra 6 inches on the first turn, and then some honking and tank shocking) to benefit more from the costly Command Squad
Filling the remaining Troops choices with 5-man tac with a Weapon (PC/PG works well here) give some cheap scoring units with some firepower as well
The Speeders are good and quite cheap with Typhoon, providing mobile long range firepower

If you have the devastator banner, you'd be better off having more bolters near it to make best use of it. If you're podding in your 2 tactical squads that means you should also pod in your command squad to keep the banner nearby. Also with your terminators, where are you dropping them? If they just turn up in the middle of the enemy army with no support then they will get creamed. Try dropping them behind enemy vehicles or at one end of the enemy line to reduce the amount of fire they take jsut after arriving. I would also be inclined to run 2 squads of 5 rather than 1 squad of 10. It gives you more scoring units and also allows you to target more enemy units. Sure the unit without belial will scatter, but you can limit this by using ravenwing bikes, or just careful drop placement. Also in terms of target priority, what do you send your terminators after? They are best as quite close range troops and they can't really compete with dedicated CC units, even with the armour save. I find them best used to hunt enemy vehicles and non CC troops units. Whirlwinds aren't great against power armour troops. You'd probably be better off with vindicators instead. Same blast size, much more oomph.

I had moderate success with a mechinized tactical list that has A big Deathwing knight squad in a land raider and lead by an Interrigator-chaplain. usually flanked by two vindicators
