Nice try games-workshop... Instead of searching for a new army, shouldn't you try to update your old existing codexes like Eldar, Dark Eldars, Tau and Sisters of Battle?

More seriously, since the Adeptus Mechanicus almost seem to be an entity outside of the jurisdiction of the imperium at times... I still wonder how they didn't have their own army book yet. I would see them with awesome equipment in Elite, Fast attack and Heavy support for relatively cheap... But having expensive yet crappy troops and HQ choices... Really any bizarre choice of vehicule and walkers would be appropriate... In fact, knowing them, I wouldn't be that surprised if they build eventually a robotic Cthulhu! Maybe the possibility to get any vehicule from any Imperium books (at +10% cost) and only one 'stolen' vehicule (Or squad) by army.

A codex on Ecclesiarchy, just slam the Sisters of battle with the rest of church into a codex already! I'm pretty sure that rules like Acts of faith could be transferred to all the army book and gives a little more choice for units (Especially troop choices, like zealots and fanatics). A flyer/Skimmer originally made for transmitting propaganda with Laud Haulers, control population with sleeping gases (Lower a unit WS and Initiative to 1 if a toughness check at -1 is failed) or any other kind of poison could be really cool. For the kind of weapons, the emphasis on Fire/Melta should be kept I guess...

This doesn't belong in proposed rules, since you are not proposing any rules.

Human Rebels. Not Chaos, but a faction that splits off from the Imperium (maybe join with Tau?) and goes to war. It could be a mix of Orkyness, crappy gear with lots of improvisation, and Imperial Guard, too many people to handle with cheap spammable tanks. If you did the ascetic right it could look really good.

Space marines. A single army that combines every existing MEQ codex into one nice convenient package where it can be updated at a decent rate and doesn't have to take away release slots from more deserving armies.

There is no such thing as a hobby without politics. "Leave politics at the door" is itself a political statement, an endorsement of the status quo and an attempt to silence dissenting voices.

Other than updating existing armies to the latest edition, the only thing I would truly love to see is a allies/xenos supplement, with groups of creatures/troops that can be taken by certain forces, or be used for a slightly more storytelling experiance ( call me nostalgic for the RT days )
Even if all or most of the minis in the supplement were scratch built or kit bashed, I just enjoy variety, besides a model of a Catachan devil fiddler claw would be awesome!

I think that these threads in the past have typically shown a huge support for Adeptus Mechanicus as a new army, if a new army is to be made at all. I, for one, have absolutely no desire to see an Ad Mech army. Personally, I'd like to see an army of slave-takers, who utilize slaves from other races. Your various units would be mostly composed of mind-controlled (drugs, devices, psychics, and other methods besides) members of other races, with only a very small minority of units being composed of the actual alien race in question.

I'll insert the obligatory "bring back squats!" comment here, I'm fairly certain it's required in these sorts of discussions.

Realistically though, its unlikely to ever happen. Get a 6th edition codex for every existing army and we'll talk.

This. (Except loyalists and chaos should still be in separate books.)

Then they'd have room in their roster for Ad Mech!

just read the first heretic. It seems to me that during the great crusade, there were all kinds of different races, that the emperor ended.

one race in particular, from that novel, were these crystalline robotic monstrosities. not sure what they were called off-hand.

maybe the emperor missed a few planets?

maybe one of these planets got sucked in the warp

there was a heresy going on at this point... they must've missed something.

but that wouldn't be a good idea, unless you were doing a strict pre-heresy game......
gw wouldnt make money 1. and 2., they don't have the time to explain a complicated enough story to actually make enough money to support the new army.
