I recently played a game with an IG friend of mine, having been the first game i used my vindicare assassin we got into a "discussion" over him tearing up his tanks. Is his sniper rifle limited to str 10 or can it go higher than 10? Any help on the matter would be great.

For a Vindicare you roll to hit the tank.

Then you get 4d6+3 for armor penetration. So you could have a str of higher than 10

The Turbo-Penetrator round has an Armour Penetration of 4D6, possibly unclear about whether it includes the default "Sniper-Vs Vehicle Str 3" or not.
A normal armour penetration roll is Str of weapon +1D6, where the Str is capped at 10 but clearly the total is not (otherwise Av11 vehicles would be invincible).
Plus of course, since the Sniper USR includes Rending, the potential result is somewhere between 4 (7 including default 3) to 36 (39 including default).

The strength of the sniper rifle is Str3 as always.

It rolls additional dice for penetration, that doesn't add to the strength. It adds to the total.

Its just like Meltaguns. Normally, weapons only roll 1D6 to penetrate. Meltaguns within half range roll 2D6.

The Turbo-penetrator round always rolls 4D6 plus Str3, adding any D3s due to rending.

The average roll for the turbo-penetrator is 17, easily penetrating AV14.

this is correct,

snipers are alwasy str 3 for armour pen rolls,

the str3 + 4D6 +d3 per 6 rolled rolled is for armour pen, and can be as high as that all adds up too,

best weapon in the game for can opening,

It is but it doesn't matter if you roll one 6 and three 1s and a 1 on the bonus die you'd get 13 so two 6s would put you well over any AV in the game.

Armor pen isn't strength.

The strength of the attack is 3, and then you roll 4d6 for armor pen instead of 1d6, and take into account the attack is rending, so add that on top of it.

The strength of the sniper rifle is 3, so it is S3+4D6, +D3 for any 6

Yeah, but you also add the strength of the weapon. Which is 3 for a weapon with the Sniper type.

Im pretty sure it was FAQ'd that you can only ever claim 1 extra D3 for rending tho
considering its still only a single shot,

so if you get 2 or 3 6's you still only get to add 1 D3 for rending

Im almost positive i read that in an FAQ, which by the way wouldn't effect a singe thing if you rolled 2 6's anyways cuz your already penning everything in the game

No, if you roll 4 6s you get to add 4 D3s. Of course if you roll 2 or more 6s you've already penetrated.

It does not say that, but it totally does not matter, because if you roll, on 4D6, a 6, 6, 1, and a 1 (+3 Str for the rifle) your total is 17 not including rending dice, which is already enough to pen anything in the game.

Therefore it does not matter one bit.

You might've read ABOUT it in a FAQ, but it says "yes" instead of "no" (Grey Knights FAQ, pg 5):

Q: When firing a turbo-penetrator round at a vehicle, do you add D3
to the total for each 6 rolled on the 4 armour penetration dice? (p53)
A: Yes.

EDIT: Ninjas everywhere!
